I’m fascinated and mystified by the dumpling bags those bedraggled heroes are carrying? Or maybe those are parcels?

Definitely reminds me of the Pink Panther cartoons, by DePatie–Freleng Enterprises.

It's a still from a short film by a Belgian filmmaker, so close in feel to the French influence on the Pink Panther--- the two people are nuns, and they've unwittingly purchased what they think are candles from a shop that sells sex toys (but they're dildos). Apparently they'll soon light them and find the smell terrible, and return to the shop, where the proprietor will oblige them with something that smells better---and the review implied that it might be weed or hash or something, as it then filled all the nuns at the convent with delight. Film's called Vol Van Gratie (1987).

That's my day made: that cartoon couldn’t have been weirder. I can't pin down the exact nature of the dildo replacements, but there's certainly joy in the convent. I also appreciate the wordlessness.

Which in turn reminds me of Triplets of Belleville: similar drawing style and embrace of surrealism! YT trailer; the whole thing is currently available on YT as a Spanish dub but probably will disappear; best bet is probably your public library.
