Does 'bloomers' mean in the States what it means here..?

An undergarment connotation? I suppose we don't really use it at all, to tell ya true. It sounds/feels to me like an old-fashioned word for old-fashioned poofy pants, outside undies or inside, uh, over-ies. But definitely outside ovaries.
