That's rather uninviting architecture. I had guessed it was a prison at first glance. Though I guess it's nicer than that, on a second look.

I was picturing it up town somewhere, maybe half-thinking of the silly-numbered 375th Street Y in The Royal Tennanbaums, but it was down at Battery Park.

Much more inviting from the air. And one would hope that the tanks are larger in proportion to what lived in them than that artist's rendering implies.
