In the NPR report I'm listening to, it is explained that the percentage of ELIGIBLE voters hasn't been going down, but how many of us are eligible definitely has: from 2% in 1972 to 10%, and counting.
I guess it's 10% of those eligible by age and citzenship status who aren't eligible---cuzza felony arrest. Sorry I was non-inclusive in that language there! Oh, and sorry if I'm wrong to assume you mean your age. You know, if there's a felony in your background I don't know about. (lol)
