It's an adjunct to PhotoShop---"Image Ready". Built in to more recent versions of the application.

To get to it, you go to "Jump to--->" in one of the pulldown menus ("Edit"?) toward the left. If you have a picture open already with layers, it's not too hard to teach yourself animation. Several E-Z web tutorials are out there for ImageReady. Here I used the function called "tweening" on 2 pictures I took of the thing on the dashboard.

It's fun! Wish I had more time for that sort of play.
