I realize this morning I probably formed these ideas from playing with the outdoor water hose as a kid. You know, you put your finger over it, narrow the aperture, water squirts further.

Thumb over the hose increases the speed of the water for a given flow rate (rocket engines have a similar effect in the convergent sections of their nozzles, which I taught about last week). I would assume that the fountain nozzles have an effective thumb-over-the-hose effect to get the maximum effect out of whatever pressure they have.
