The first Google maps hit on The Cliff House gets to one in San Fransisco with a configuration of offshore rocks that matches the postcard (though the building seems to have changed). I'm guessing that's "the" Cliff House.

It's that Cliff House, alright. I have several postcards of it and have been there--- back when the super-atomspheric Musee Mecanique was still in the lower level of the place. A cousin of Martin's Marvelous Mechanical Museum, closer to me now.

There's also a Cliff House in Tacoma, Washington, postcards tell me. Maybe later I'll post the shot I've seen from inside its dining room.

Wow, it sure doesn't look like that now. It looks like a roadside diner there.
