absent-minded Arthur?
This morning at work Bert got stuck in the elevator. After a bit he got a cell signal and called his supervisees, and somehow they got the door open and he got out. So the people in charge declared the elevator off-limits, making a PA announcement to that effect, sending a mass email, and telling Arthur directly.
Ten minutes later Arthur was stuck in the elevator.
Through the door the Admin woman said to him, "Arthur, I just told you not to use the elevator!" He said, "I know, but I forgot."
